Obama and Trump have this right. How you vote is not your decision
Behavior Units led by CBO [ Chief Behavior officers] are used by Microsoft since 2012, Amazon, Google, Facebook and politics.
This unit dates back to 1960 in the political arena. We called it “punch the opposition.”
Another way in which this is used is “Public policies,” which refers to how new laws, implementations, and voting decisions are made.

It is not easy to find a person who has heard the name “Cambridge Analytica” and doesn’t think about Facebook, Trump and media manipulation.
A political consultant will frame it differently; they use Behavior priming and the correct labelling.
However, you want to name it, it led people to make a decision that, in such case, moved the needle with the indecisive people to vote for Trump, introducing decisions based on the feed they saw on their media.
- People act based on emotions; and anger is the most powerful of all.
But Trump wasn’t the first one known for it; it was Obama, and he had a complete unit working for him during the election, and the 2 presidentials.
Rumour has it that Harris hired some of the same people, but I guess it didn’t work, right?
Behavior Units and Paternalising
A behavior unit is:
In a political scenario, it refers to the smallest segment of action or orientation that can be empirically analysed within political behavior studies. In political science, this concept is foundational for understanding how individual actions aggregate to shape larger political outcomes

Paternalising in politics is:
A paternalistic government manages or controls aspects of citizens’ lives in a way that resembles a parent-child relationship, often with an attitude of superiority or condescension.

How has this been used in 2000
Bush was looking to explore how Behavior change can be applied to passing bills and getting public approval. Well, at least had people believed they made the decision, and hell, that works like a charm.
Content vs context to vote and pass bills
A group of political behavior consultants was exploring how to get a bill passed and how the place where it will be voted on influences its outcome.

Where people vote for a bill changes the outcome of a vote. In the 2000 Arizona general election, a group of experts tested a theory; the results were scary but good.

Think about this? Will voting in a school, church, or a courthouse change the outcome of the voting results???
Well, it happens that it will.
Abortion or supporting a new increase in taxes to help schools will be pushed one way or another, based on where the people are asked about it, meaning where they will be casting the vote.
The studies show that different locations trigger different voting preferences:
An initiative to raise from 2% to 2.5% increase in school funding was presented.
This is how the casting vote population was divided:
- Church 40%
- School 26%
- Community centers 10%
- General locations, the rest of voters
And this is where the results were shocking
More support for education increases -10K more — votes on people who voted inside a school, and those votes made the initiative pass.
They even double-checked data: People who live near schools vote positively for passing the initiative compared with people who don’t live near schools.
It doesn’t look like much 10k, but move the needle and pass the initiative.
- This study changed the way politicians and representatives cast votes.
Conclusion:
If the place changes the voting results, where you ask people for information, can it change the outcomes?
Yes, it does.
It is not so simple to choose a building, but how you frame the topic.
This work is for products, public policies and viral topics in the media.
